So, superficially it is probably better to follow less people than are following you. Less of a headache and more of an ego boost. However, Twitter is really designed to encourage a public conversation and not to do promotions.
Very simply, “fame” can be measured by how many people follow you minus how many people you follow. So, people who have degrees of fame can measure their fame by following relatively few people while still have a lot of followers. But if you want to do promotions beyond the reach of your existing “fame” you need to follow more people.
Example: ShannonTwins (Hugh Hefner’s live-in “girlfriends”) have about 50,000 followers and they follow very few people, meanwhile Ashton Kutcher has like 4mil followers and also follows very few people. Therefore, he is like 80 times more famous than they are.
People who are not famous in any way also have 50,000 followers because at the same time they also follow 50,000 people. These less famous and yet successful tweeters can reach just as many people as the Shannon Twins with any Twitter announcement they make but they had to work harder to get that reach because they didn’t have as much “fame”.
Essentially, everyone has a certain number of people who will follow them even if they follow nobody. For some people it’s 4mil and for some it’s only 3. In order to reach more people beyond the reach of pre-existing “fame” without considering outside promotions or advertising (meaning solely growing organically your number of followers through use of Twitter) tweeters need to follow more people.
I found a cool application that will tell you all of the people who you follow who don’t follow you (http://ruf.my6solutions.com/). This allows you to add more people, and if they decide to follow you back you keep following them and if they don’t follow you back you unfollow them. The reason you keep following people who follow you is that those followers you have today may unfollow you if you unfollow them. So, if you really want to maximize the number of people who follow you (and therefore your marketing reach) you should always be following the same number or slightly more than the number of people who are following you.
People like Ashton Kutcher, if he really wanted to maximize his number of followers he would be following the equal number of people who are following him and it would probably result in him getting 100mil followers. Thinking about it logically, a lot more people would follow Ashton Kutcher if they thought he would follow them back but obviously they know he won’t so only true fans and confused followers follow him. Obviously he doesn’t care about maximizing his number of followers because he is happy with his 4mil followers and doesn’t have to deal with the headache of managing tons of people who he is following.
